§ SIR SEYMOUR KING (Hull, Central)I beg to ask the Secretary of State for India whether his attention has been called to the under officering of Madras infantry regiments, and whether he is aware that it has gone to such an extent that lately, for a brigade parade, the commanding officer had only available three officers for two regiments; whether he will cause inquiries to be made into the cause of the constant depletion of Madras regiments by transfer of officers, and its effects on the efficiency and morale of the corps, and the best way of providing a remedy; and, whether any representations have been made to the Indian Government by commanding officers on this subject; and what, if any, explanations have been offered or steps taken in the matter?
