Resolved, That it is expedient to authorise the Treasury to make Advances, not exceeding £000,000 at any one time, under any Act of the present Session to facilitate the construction of Railways in Ireland, and for that purpose to borrow from the National Debt Commissioners the sums that may he required, such sums to be repaid out of moneys to be provided by Parliament, and, if those moneys are insufficient, out of the Consolidated Fund.—(Mr. Gerald Balfour.)
