CAPTAIN BOWLESI beg to ask the First Lord of the Treasury when it is proposed to take the Ordnance Factory Vote; and, whether it has ever been taken before so late in the financial year?
§ THE FIRST LORD OF THE TREASURY (Mr. A. J. BALFOUR,), Manchester, E.who was received with cheers, said: I believe it has been usual to take the Vote at an earlier period, but the rule has not been an invariable one. I think the Vote was not taken until August 9th in 1890. I will bear my hon. Friend's suggestion in mind, and, if possible, bring the Vote on at an earlier period in a future Session.
