§ SIR HENRY FOWLER (Wolverhampton, E.)said that as the Bill originally left the Standing Committee he himself, and certain gentlemen far more competent than himself, took exception to several of its provisions. The promoters of the Bill had met them in the most frank and candid manner, and with the assistance of the Law Officers of the Crown, they had gone through the Amendments now standing in his name. These Amendments were purely of a technical character, and had been agreed to by the promoters of the Bill and by gentlemen who took a great interest in the wording and framing of the Bill. Under these circumstances he hoped the House would accept the Amendments of which he had given notice.
