§ MR. RITCHIEThe Board of Trade have urged the railway company to provide a fence round the harbour, but as 931 at present advised they decline to do so. I shall be happy to show the hon. Member the correspondence with the railway company. The Board of Trade have, however, no power to compel them to fence the harbour.
