I beg to ask the First Commissioner of Works under what authority the sale of intoxicating liquors is permitted in the precincts of the Houses of Parliament to Peers, Members of the House of Commons, and the general public; and, under what authority such sale is permitted in the Royal Courts of Justice?

I have no control over the sale of intoxicating liquors in this building or at the Royal Courts of Justice.

Then who has control?

That is hardly a question to be addressed to me. I have only control over the fabric of this building.
