MOON (St. Pancras, N.)I beg to ask the Under Secretary of State for Foreign Affairs, whether his attention has been called to a statement that, by a treaty concluded recently 1254 between Russia and China, the former Power obtains the right to construct and work, under Russian management and administration, the Nertchinsk-Tsitsihar-Vladivostok and Tsitsihar-Port-Arthur Railways, together with other commercial advantages to which the most-favoured-nation clause is not applicable; and, whether he has any information confirmatory of that statement?
