I beg to ask the Secretary of State for the Home Department, whether, owing to the continued accidents caused to pedestrians by cyclists, he will take practical and speedy steps to remedy this growing danger to the public by giving strict injunctions to the police to use every endeavour to ascertain the correct name and address of those who cause these accidents, so that they may at any rate be obliged to explain their conduct if called upon?

The Metropolitan Police already have instructions to do their best to prevent such accidents and enforce the provisions of the law relating to bicycles and tricycles, and I have no reason to suppose that other police forces are negligent in this respect. No plan enforceable by the police has yet been suggested which will insure, that correct names and addresses are given by these or any other offenders.

asked whether any regulation could be made by which the names of the owners and numbers could be placed on the machines as on the old taxed carts, and whether a permanent continuous-ringing bell could be fixed on each bicycle.

I am perfectly willing, so far as my Department is concerned, to consider any practical suggestion made to me, because I think it is quite desirable that something should be done.
