MAJOR RASCH (Essex. S.E.) moved for leave to introduce a Bill for shortening the duration of speeches in the House of Commons.

would ask the hon. Member whether he was serious in making the proposition, and whether he would extend it to Ministers.

said that when the Bill was printed, the hon. and learned Member would see whether it applied to Ministers or not.
