§ MR. AKERS-DOUGLASI am aware that on several occasions unpleasant smells have for a few minutes pervaded the House. I have satisfied myself, by personal inspection and investigation that they do not proceed from drains, but come from the passage of objectionable cargoes on the river, the sole air in-take for this chamber being from the Terrace.
