§ SIR MATTHEW WHITE RIDLEY saidMy attention was called by the medical officers of the Prison Department to the health of certain of the treason-felony prisoners at Portland. I accordingly directed a special medical inquiry by Doctors Buzzard and Maudsley. Upon their report I have felt it my duty, as I should in all similar cases, to advise the release on licence, on grounds of ill-health, of four of the prisoners—viz., Daly, Devany, Gallagher, and Whitehead—and they will accordingly be released so soon as the doctors in each case advise, and arrangements are made with their friends.
