MR. GERALD BALFOUR

, in moving for leave to introduce a Bill for paying to the Local Taxation (Ireland) Account a share of the Estate Duty, said that the Measure was merely suspensory in character. It did not appropriate money to any specific purpose, but merely provided that nine-eightieths of the sums payable under the Agricultural Rating (England) Act should be carried to the Local Taxation Account of Ireland. He hoped that any questions would be deferred until the time came for distributing the money by another Bill next Session.
