HENNIKER HEATON (Canterbury)I beg to ask the Secretary of State for India, why a step of temporary rank has not been given to Majors and Captains holding the appointments of Commandant and second in command of regiments under the Government of India, the same as was given in the London Gazette of the 5th November 1895 to officers holding similar appointments in regiments under the Commander-in-Chief in India; and, what orders have been issued in India on the subject?
