Keighley)I beg to ask the Vice President of the Committee of Council on Education, whether Clause 2, Section 2 (b) of the Education Bill, if passed into law, will allow the Education Department to limit the present powers of the Technical Instruction Committees of County Councils to spend their Educational grants in the forms of instruction which they think best for the interest of scholars and students in their respective localities?
