Mr. HERBERT LEWIS (Flint Boroughs)

said he wished to ask the Secretary to the Treasury whether it was the fact that Committees were appointed some years ago to discuss the Army and Navy Estimates; whether those Committees had been discontinued, and whether he did not think it advisable that those Committees should be reappointed.

I can hardly answer that question. The Committees on the Army and Navy Estimates were appointed nine or ten years ago, and they only sat two years.
