CYRIL DODD (Essex, Maldon)I beg to ask the President of the Local Government Board, whether the opinion of the Law Officers had been yet obtained upon the question of the powers of Parish Councils to hire land compulsorily for allotments for the use of the village tradesmen or others not employed as labourers; and, if so, whether he would inform the House what the opinion of the Law Officers was?
