I beg to ask the Under Secretary of State for Foreign Affairs whether his attention has been called to the manner in which Mr. Thomas M 'Carthy, engineer, of 133, Leyton Road, Stratford, has been treated by the Maggana Railway Company, Rio de Janeiro; and whether he will cause inquiry to be made by the Diplomatic Representative of that country into the merits of the case?

The facts of the case as stated by Mr. M 'Carthy are that there has been a breach by a Brazilian Railway Company of the terms of a contract made with him by their agents in this country. His remedy in the first instance is by an action at law against the persons with whom he made the contract. If it should be necessary to take proceedings in a Brazilian Court it would only be in the event of a failure or denial of justice in such court that there would be ground for diplomatic representation to the Government of Brazil.
