I beg to ask the Secretary for Scotland whether his attention has been called to paragraph 116, page 41 of the Report of the Departmental Committee on Prisons; and if it is his intention to carry out The Prisons (Scotland) Act, 1877, by directing prison inspectors to report direct to the Scotch Office?

The inspectors appointed under the Prisons (Scotland) Act, 1877, are, under Section 8 of the Act, like the other officers and servants, the assistants of the Commissioners in the performance of their duties. By Section 54 of that Act the duties of the inspectors appointed under Section 10 of 5 and 6 Will., c. 38, were transferred to the Commissioners or inspectors appointed, subject to any directions to be given by the Secretary for Scotland. I cannot say more at present, until the recommendations of the Report referred to have been considered by the Home Secretary, with whose Department I am in communication.
