§ MR. HENRY FOWLERThe Secretary of State for War, after consultation with the Commander-in-Chief, has informed me that he is unable to concur in the recommendation of the Government of India with respect to an alteration in the rules of promotion to officers of the Staff Corps. It has, therefore, been decided that no change shall be made in the present rules. Majors and Captains of Staff Corps permanently appointed Commandants and Seconds-in-Command of Native Regiments will be given a step of temporary rank.
