§ THE LORD ADVOCATE (Mr. J. B. BALFOUR, Clackmannan and Kinross)It is lawful to use a scringe net for the catching of herrings in small inlets and lochs in Scotland. That mode of fishing might, I believe, be prohibited by the Fishery Board, if they considered it expedient to do so.
