I beg to ask the Secretary of State for the Home Department, when he will be able to make known his recommendations in reference to the inquiry made by the Departmental Committee about the cab-trade grievances?

MR. ASQUITH

I hope shortly to introduce a Bill for the punishment of the offence popularly known as "bilking," in accordance with the recommendations of the Committee. The other recommendations I propose to deal with by Departmental Orders, the scope and terms of which are now under consideration.
