§ SIR JOHN LUBBOCK (London University),who rose to move the Second Reading of this Bill explained that it was introduced on behalf of the London Conciliation Board. It was supported by the London Chamber of Commerce, by the Associated Chambers, and by the principal London Trades Unions. If the Government would agree to the Second Reading he would postpone the next stage till after Easter.
§ THE PRESIDENT OF THE BOARD OF TRADE (Mr. J. BRYCE,) Aberdeen, S.said, that the Government could not assent to the proposal to read the Bill a second time on that occasion.
