desired to know from the Attorney General whether the Government took upon themselves responsibility for the judicial changes which it was proposed to make by this Bill? If not, then he said that the change contemplated was far too great to be effected by the Bill of a private Member.

THE ATTORNEY GENERAL (Sir R. T. REID, Dumfries)

replied that the opinion of the Government was that there ought to be an opportunity of discussing the question. The Bill undoubtedly involved the making of large changes.

Then if the Government think it ought to be discussed, are we to pass it without a word of discussion?

I was not aware, at the moment, that it had been moved to read the Bill a second time. We certainly do object to its being proceeded with without discussion.
