§ MR. ARNOLD MORLEYNo, Sir; Her Majesty's Government have taken no steps to obtain the assent of the Colonial Governments to the establishment of penny postage between this country and other parts of the Empire, being well aware that many important Colonies are strongly opposed to such a measure. As I stated in reply to a question asked in this House on the 19th of last month, the next Postal Union Congress is to be held at Washington in 1897.
