§ MR. SPEAKERthereupon reminded the House that on the 11th of March the Order for resuming the Adjourned Debate on the Question that the Bill be committed to the Standing Committee on Law had been read and discharged, and that consequently the Bill was now in the position of a Bill which had been read a second time, without any Motion being made to refer it to a Standing or Select Committee. He had, therefore, to call upon the hon. Member in charge of the Bill to fix a day for Committee.
