DR. FARQUHARSON,in moving the Second Reading of the London County Council (General powers) Bill, said that, in pursuance of an arrangement which had been come to between the hon. Member for Shoreditch and the right hon. and Learned Member for Bury, part four in the Bill would be withdrawn in Committee.
