I beg to ask the Vice President of the Committee of Council on Education, if certificates of qualification to earn grants on the teaching of drawing in elementary schools, maybe granted to teachers who do not hold the elementary drawing certificate, but who satisfy the conditions of Form No. 1,294 of the Department of Science and Art, and who have been recognised teachers in elementary schools within the meaning of Section 3 of the Elementary Education Act, 1870, and of Paragraph 31 of the Code of 1894, for seven years prior to the 1st September 1891, though not actually certificated for the whole seven years, and although their periods of service as recognised teachers may not have been continuous?
