SEYMOUR KEAY (Elgin and Nairn)I beg to ask the Secretary for Scotland, when he intends to implement the promise made by him to the House on 22nd August last, viz., that the Government would at the earliest period in their power embody in a Bill the recommendations of the Select Committee on Feus and Building Leases in Scotland, including the recommendation that powers should be granted to elected bodies to provide or acquire land by agreement or compulsorily for the erection of workmen's dwellings?
