MR. C. H. HOPWOOD (Lancashire, Middleton),

in asking that the order for the Second Reading might be deferred till that day week, stated that this Bill was brought in some years ago, and passed through the Standing Committee. It was proposed to refer it again to the Standing Committee. The Judges were very favourable to the principle of a Court of Criminal Appeal.

Order deferred accordingly.
