I beg to ask the Secretary of State for the Colonies, whether he has received a copy of the petition addressed by ratepayers of the Crown Colony of Hong Kong, praying for representative Government; and, what steps have been taken in the matter to grant the request of the petitioners?

A copy of the petition was received some time ago, but the Secretary of State, after careful consideration, was unable to meet the views of the memorialists in regard to the proposals made for the grant of representative Government to Hong Kong.
