CAMPBELL-BANNERMANThe changes recently made in the Royal Artillery have only caused an increase of seven officers, and have, therefore, no bearing on the number of admissions to Woolwich, which have been reduced solely on account of the number of cadets passing out for commission being largely in excess of requirements.
