I beg to ask the Under Secretary of State for Foreign Affairs, (1) whether he is aware that the Lyons Chamber of Commerce is taking action with the view of securing for France additional Consular representation in China; and, (2) if Her Majesty's Government will, in the interests of British commerce, take immediate steps to appoint Consuls at the ports in China which will be opened to Foreign trade under the Treaty between China and Japan?

A Report to the effect of the first paragraph has reached Her Majesty's Government. The appointment of Consuls at the ports in China which will be open to foreign trade under the Treaty between China and Japan is receiving proper consideration, but it would be useless to make such appointments until the ports are opened.
