I beg to ask the President of the Board of Trade whether he still declines to allow the House to have knowledge of the Report submitted to him in print a fortnight since by the hon. Members for Central Sheffield and Bolton, with reference to the importation of goods made by foreign convicts and felons; and what is the reason for withholding the information contained therein from the representatives of the people whose working interests are alleged to be injuriously affected by this traffic?

It would be entirely irregular to present the Report of a seceding minority of a Committee before the Committee has itself reported.
