I beg to ask the Secretary for War, whether his attention has been called to a case which has recently come before the Magistrates at Lancaster, in which the legality of the Regimental Canteen of the 1st Volunteer Battalion Loyal North Lancashire Regiment, at the brigade camp formed at Scale Hall, Lancaster, in August last, has been questioned; and, whether he will consider the propriety of inserting in the Army Bill of the present year a Clause declaring the right of Volunteer Battalions to establish Regimental Canteens when in camp, and prescribing the conditions under which they may be carried on.
