I beg to ask the President of the Local Government Board whether, in view of the fact that the parish meeting is to consist of the parochial electors and no others, the Chairman of a Parish Council, who is not a parochial elector, can attend a parish meeting convened for any purpose; and, if he can attend, whether he will be, under Section 45 of the Local Government Act of 1894, the Chairman of that meeting?

The Law Officers of the Crown have advised that the Chairman of a Parish Council who is not a parochial elector of the parish is not entitled to be present at the parish meeting, or to be Chairman of the meeting.
