On behalf of the hon. Member for North Manchester (Mr. C. E. Schwann), I beg to ask the Under Secretary of State for Foreign Affairs whether, in view of the increasing gravity of the situation of the Christian prisoners in Turkey, who have been incarcerated elsewhere than in the villayet of Bitlis, without trial or after mock trials, Her Majesty's Government will propose to the signatory Powers of the Treaty of Berlin the speedy appointment of International Consular Commissions to simultaneously take such measures as may be necessary for the security or the lives of the Christian prisoners in Turkish gaols?

My hon. Friend is aware that several cases which appeared to deserve consideration have from time to time received the close attention of Her Majesty's Embassy, but, in our opinion, it would in no way promote or strengthen the combined action of the Powers who are interested to make any further suggestions for international action pending the Report of the Commission which is now sitting,
