§ MR. W. S. CAINEI beg to ask the Secretary of State for India, if his attention has been called to an official Circular recently addressed by the Chief Commissioner of Burma to the Members of the Civil Service throughout the province, remonstrating with them with regard to the practice which had become prevalent of contracting illicit alliances with Burmese women, and speaking of it as a public scandal; and, if he is able to lay a copy of the Circular upon the Table of the House?
§ MR. H. H. FOWLERI have heard nothing of any Circular on the subject to which my hon. Friend's question refers; but, since that question was put down, my attention has been called to a newspaper report of a speech by the Chief Commissioner with the purport of which, as there reported, I entirely agree. From this speech it would appear that he has "semi-officially" and confidentially addressed some of his officers on the subject. If it is true that such a document was issued, and that it was confidential and not official, it is not likely that it will be published either in India or in this country.
