HENNIKER HEATON (Canterbury)I beg to ask the Secretary to the Treasury, as representing the Postmaster General, whether the negotiations with the Government of Japan for the conclusion of a Parcel Post Convention with that country, which were referred to (in an answer to a question on the subject) by the late Postmaster General on the 16th of February last in this House, have been successful; and, if not, what is the cause of the delay?
§ * MR. HANBURYThe answer to the main question is yes, and a draft convention is under consideration; but it will be evident to the House that in the case of so distant a country as Japan, the settlement of details necessarily takes time.
