HC Deb 26 August 1895 vol 36 c776
The SECRETARY TO THE TREASURY (Mr. R. W. HANBURY,) Preston

moved that the House should to-morrow resolve itself into Committee to consider the propriety of authorising the Treasury to guarantee the Interest on certain capital of the West Highland Railway Company, and to pay a sum of money to that Company, and of authorising the payment, out of moneys to be provided by Parliament, and, if those moneys are in sufficient, out of the Consolidated Fund, of such sums as may be necessary for those purposes (Queen's Recommendation signified).

MR. J. H. DALZIEL (Kirkcaldy Burghs)

said: Mr. Speaker, I do not think notice has been given of this. Is it not customary to give notice of such a Motion.

* MR. SPEAKER

It is a notice in itself.

MR. DALZIEL

On a point of order, is it not necessary in a matter of the kind that we should take the first stage in Committee.

* MR. SPEAKER

That is exactly what the Motion proposes: "That the House do resolve itself into Committee." [Laughter.]

MR. DALZIEL

I am quite aware of the purport of the notice. What I wish to ask you is whether it is not customary to place a notice of the kind on the Paper for the Committee stage.

* MR. SPEAKER

It would be quite contrary to custom. ["Hear, hear!"]
