I beg to ask the Chancellor of the Exchequer whether he is aware that the Rev. W. Ramsey, rector of Wyfordby, has stated that he has the permission of Lord Rosebery to make public a scheme for reducing tithe on agricultural land, which is about to receive the consideration of her Majesty's Government—namely, that the County Court Judge should be empowered to remit so much of the tithe rent-charge as is in excess of one-tenth of the value of the product; whether this represents the views of the Government; and, whether the scheme will apply to Essex?

I understand that the gentleman referred to sent in a scheme to Lord Rosebery, which was acknowledged in the ordinary course. The Government have, in no sense, adopted the scheme, or accept any responsibility for it.
