I beg to ask the President of the Local Government Board, whether, considering that during the last two years 19 questions have been addressed to him as to the delay in publishing the Report of the Departmental Committee, he will state what explanations the Commission gives for the delay; how it is that while the Report, according to his statement on 28th May, 1894, was then being revised in passing through the press, it is still incomplete and unpublished; and, if he is aware that great inconvenience has been caused by the protracted delay?

I have stated, in reply to previous questions, the explanations which I have received as to the delay in the Report of the Royal Commission on Tuberculosis, and I must disclaim any personal responsibility for the delay, which was largely owing to the long illness and death of the late Chairman, Lord Basing. I am glad to say, however, that I believe the Report was signed yesterday. A supplementary Report by one of the Commissioners is now being printed, and it is expected that this will very shortly be signed. Both Reports will then be sent in.
