asked for an explanation of the object of the Bill.

*THE LORD ADVOCATE (Mr. J. B. BALFOUR, Clackmannan and Kinross)

said, the Bill was intended to give the Judges of the Supreme Court in Scotland power to regulate the fees payable by suitors in the courts. The Bill was really a departmental Bill, and had been prepared in communication with the Treasury and in the interest of suitors.
