I beg to ask the Under Secretary of State for the Colonies, if the recent personal representations of the Right Hon. Cecil Rhodes, Premier of Cape Colony, have modified in any degree Lord Ripon's refusal of the request made by the South Africa Company, that a cardinal article in the Constitution of Matabeleland and Mashonaland should prevent the duties upon British imported goods being increased.
