May I ask whether the Chancellor of the Exchequer intends to go on with the first Motion standing in his name for leave to introduce a Bill to establish local control over the traffic in liquor?

SIR W. HARCOURT

No; I cannot name a day for proceeding with it.

MR. BARTLEY

Then, Mr. Speaker, I must ask you whether it is in Order for the Government to keep a Bill upon the Paper month after month without any intention of going on with it?

* MR. SPEAKER

There is nothing unusual in keeping a Bill on the Paper.

MR. BARTLEY

It has been rather "year after year." It has been on the Paper for two years.
