I beg to ask the Postmaster General if he can explain the cause of the delay in putting in force in Ireland and Scotland the new Regulations sanctioned by the Treasury on the 19th of August last, and put in force in England and Wales about two months ago, affecting the stationary clerks in the Post Office Surveyors' Departments in the United Kingdom?

In connection with these officers, questions have arisen in Scotland and in Ireland which did not arise in England. These questions are now on the point of settlement, and I hope to be able to announce my decision shortly.
