FIELD (Dublin, St. Patrick's)I beg to ask the Postmaster General if he can explain the cause of the delay in putting in force in Ireland and Scotland the new Regulations sanctioned by the Treasury on the 19th of August last, and put in force in England and Wales about two months ago, affecting the stationary clerks in the Post Office Surveyors' Departments in the United Kingdom?
