Motion made, and Question proposed, "That the Bill be now read a second time."—(Mr. Clough.)

I object.

MR. BRYCE

said, he hoped the House would not prevent this Bill being read a second time. It was not a Government Bill, but there was a great deal in it that was valuable, and on behalf of the Board of Trade he had to say they were prepared to assent to the Second Reading, as it was a Bill that it was believed would be very much in the interests of the public.

MR. BARTLEY

said, he raised an objection to this Bill the other day, as it struck him that this great alteration in the law relating to Companies should not be passed without the Board of Trade distinctly stating they approved of it; and for that reason he stopped it. If they were to understand distinctly that the Board of Trade recognised this Bill as an important measure and sanctioned it, he would not object.

appealed to the hon. Member not to object, as the Bill had the approval of the Department, subject to certain Amendments that would be introduced.
