I beg' to ask the President of the Board of Trade what steps have been taken by the Board of Trade, and with what effect, in the case of the passenger steamer Havel, which was reported on the 9th of May by the Board of Trade Emigration Officer to be carrying a number of steerage passengers on the lower deck in excess of the number allowed by the Passengers Acts?

I have communicated with the agents of the Havel, and am assured that the contravention of British law which occurred in that case arose entirely from ignorance of the law on the part of the Company's agents at New York, and that the Statute will be carefully complied with in future. Under these circumstances, the Board of Trade have decided not to institute proceedings in the case in question.
