§ Motion made, and Question proposed, "That the Bill be now read a second time."
898§ SIR G. OSBORNE MORGAN (Denbighshire, E.)said, since he had put down his Instruction with regard to this Bill be had been told that it included a number of other lines besides those to which he, on behalf of his constituents, objected, and it would be inconvenient, to say the least, that the fate of the whole Bill should depend on his opposition to a small part. He had not the least wish to be unreasonable, therefore he was quite willing to let the Second Reading be now taken, provided he could move his Instruction to the Committee to which the Bill was referred to strike out such parts of the Bill as those to which he objected. He understood that could be done, but not to-day, and therefore, subject to the Speaker's ruling, he would allow the Second Reading to go without opposition and give notice of the Motion which stood in his name for next Thursday.
§ Motion agreed to; Bill read a second time, and committed.
§ *MR. SPEAKERIf the right hon. Gentleman moves his Instruction now it will stand over till Thursday.
§ SIR G. OSBORNE MORGANI beg to move—
That it be an Instruction to the Committee to whom the Bill is referred to strike out from the Bill so much thereof as authorises the construction and maintenance of the railways and works described as Railway No. 1 and Railway No. 2.
