inquired whether it was not possible to take the Bill at an earlier hour, say at 11 instead of 12 o'clock? Hon. Members knew it was a Bill in which much interest was taken, and that there were some important questions involved.

MR. BYLES (York, W.R., Shipley)

said, he should like to support the hon. Gentleman's appeal. He was daily receiving communications upon this subject, and hoped that some reasonable time would be given for discussion.

said, this Bill was passed by a Select Committee last year, and was one that was urgently needed to be passed into law.
