I beg to ask the Lord Advocate whether it has been brought to his notice that Mr. George Scott Caird, who is the Procurator Fiscal for the Justices of Kincardineshire and also for the Crown, appears at Licensing Courts on behalf of applicants for licences; and, if so, whether such conduct is legal?

I am informed by Mr. Caird that on two or three special occasions, which related to the renewals of licences which had been allowed to lapse, he has appeared in the Licensing Courts, with the consent and approbation of the Justices. I cannot say that he is not legally entitled so to appear, although there are considerations which make it undesirable that he should do so.
